Co-President
Martin W. Fowler
Executive Fire Officer with a Masters Degree in Public Administration is a 29-year veteran of the fire service. He is an IFSAC and Pro-Board certified level IV Fire Officer and serves as an Instructor with the Washington State Fire Academy and four Colleges.
Martin is the Co-Owner of Fowler Fire Education & Certification, an educational group that specializes in Fire Officer Development courses as well as entry level training. Our customers have included all five branches of the United States Armed Forces. He has lectured nationally on such subjects as fire ground tactics for success, Fire Behavior and situation awareness.
He is graduate of leadership at West Point. He is also a graduate of the Senior Executives in State and Local Government and Adaptive Leadership programs at the John F Kennedy School of Government at Harvard University. Chief Fowler has also provided assessment centers for Company Officer and Chief Officer Promotions and appointments.

Leslie Barnett
Executive Fire Officer with a Masters Degree in Executive Leadership with a emphasis in Disaster Preparedness and BS in Business is a 22-year veteran of the Canadian and American fire service. He is an IFSAC and Pro-Board certified level IV Fire Officer and serves as an Instructor with the Washington State Fire Academy.
He is the Co-Owner of Fowler Fire Education & Certification, an educational group that specializes in Fire Officer Development courses as well as entry level training. Our customers have included all five branches of the United States Armed Forces. He has lectured in the areas of EMS to include both ALS and BLS, HazMat Tech, Officer Development and Instructional Development
